Concerning the proposal to organize the Candidates Matches in Kiev

Recently there has been an animated discussion in the media of the proposal by the FIDE presidential candidate Anatoly Karpov to move the Candidates matches to Kiev (e.g. “Karpov proposes Kiev for Candidates matches”, 13.08.2010, at ChessBase.com).

In response to the proposal of Anatoly Karpov the Ukrainian Chess Federation (UCF) would like to note the following:

1. It is possible to organize the Candidates matches that are a consistent part of the World Chess Championship cycle in Kiev in 2011. The UCF is ready to guarantee a prize fund of EUR 500 000 for the event, as well as organizational facilities at the highest level, taking into account all necessary financial and other conditions. The UCF is also ready to review other formats for the Candidates matches, including an increase in the number of games in the matches, and an increase of the time period between the main matches and the final match.

2. The UCF would like to draw attention to the fact that after the contract with the organizers from Azerbaijan was signed there was no official announcement from FIDE that due to organisational problems a new tender or selection procedure for organising the Candidates matches was opened. Without the announcement of a new tender the sudden news that the matches are to be moved to Kazan, only because the Russian Chess Federation made such a proposition, causes concern about whether FIDE is paying attention to the principles of “One Federation – One Vote” and “Gens Una Sumus”.
   
   In case FIDE has decided that the contract with the organizers from Azerbaijan for the Candidates matches should be cancelled, then it is necessary to announce a new selection procedure, whereby all potential organizers, including the RCF and the UCF, would have the right to participate.

3. After an analysis of the current situation and the general development in the past years, the UCF express disquiet that many important changes within the chess world are conducted without a proper public discussion of possible variants. International experts have no chance to meet regularly in order to discuss the topical questions, and the possibility for informal discussion during Chess Olympiads once in two years is limited, due to political and sporting pressure during the event.

There is a need to organize a so-called “Chess Davos” – an informal annual gathering. Such a forum should be apolitical, and its main goal should be to involve into the chess development process representatives of the chess community from different countries, such as representatives of federations, delegates, chess players, journalists, activists, trainers, arbiters, as well as other professionals who are fond of the game of chess.

The Ukrainian Chess Federation expresses confidence that arranging a “Chess Davos” will help to minimize the number of contentious events in the chess world. The UCF is ready to take upon itself the organization and the essential financial part for such regular discussions.

In order for such discussions to be successful one needs to understand the opinion of chess community. For this purpose the UCF will conduct an opinion poll and address all parties interested in chess development to take part. The questionnaire will be send out to the key persons of the chess community via email and fax.

Касательно предложения об организации кандидатских матчей в Киеве

В последнее время в прессе широко обсуждается предложение кандидата в Президенты ФИДЕ Анатолия Карпова о проведении в Киеве кандидатских матчей, которые являются неотъемлемой частью цикла розыгрыша звания чемпиона мира по шахматам (см., например, “Карпов предлагает Киев для кандидатских матчей” от 13 августа 2010 года на сайте ChessBase.com).

В ответ на предложение Анатолия Карпова Федерация шахмат Украины (ФШУ) хотела бы отметить следующее:

1. Проведение кандидатских матчей в Киеве в 2011 году возможно. ФШУ готова гарантировать призовой фонд мероприятия 500 000 евро, а также проведение мероприятия на высоком уровне с соблюдением всех необходимых финансовых и других условий. ФШУ также готова рассматривать другие форматы проведения кандидатских матчей, чем тот, который был установлен ранее, в том числе вопрос об увеличении количества партий в отдельном матче и увеличении временного промежутка между основными матчами и финалом.

2. ФШУ хотела бы обратить внимание на тот факт, что после подписания контракта с организаторами из Азербайджана ФИДЕ не было официально объявлено о том, что в связи с какими-либо возникшими проблемами открывается новый тендер или процедура отбора новых организаторов на кандидатские матчи. Без объявления официального тендера внезапная новость о том, что матчи переносятся в Казань в связи с тем, что Российская шахматная федерация выступила с подобным предложением, вызывает опасение в соблюдении принципов ФИДЕ «Одна федерация – один голос» и «Мы все одна семья». В случае если ФИДЕ считает, что договор с организаторами из Азербайджана на проведение кандидатских матчей должен быть расторгнут, необходимо объявить о новой процедуре отбора организаторов, в которой смогут принять участие все желающие потенциальные организаторы, включая РШФ и ФШУ.

3. Проведя анализ данной ситуации и событий последних лет, ФШУ выражает обеспокоенность тем, что многие важные изменения правил шахматного мира проходят без публичного обсуждения возможных вариантов. Международные эксперты не имеют возможности регулярно встречаться с целью обсуждения актуальных вопросов развития шахматного сообщества, а возможность неформального общения во время Шахматной олимпиады раз в два года ограничено из-за политического и спортивного напряжения во время мероприятия.

Существует необходимость в организации «Шахматного Давоса» - ежегодного неформального форума. Подобный форум не должен носить политический характер, а главной его целью должно стать привлечение к процессу развития шахматной игры представителей шахматного сообщества из разных стран мира: представителей федераций, делегатов, шахматистов, журналистов, активистов, тренеров и судей, а также профессионалов в других областях, которые увлечены шахматной игрой.

ФШУ выражает уверенность, что в случае проведения «Шахматного Давоса» количество спорных ситуаций в шахматном мире возможно минимизировать. ФШУ готова взять на себя организацию и существенную часть финансирования подобных регулярных дискуссий, однако нам необходимо понимать мнение шахматного сообщества по данному вопросу. В связи с этим ФШУ проводит опрос и обращается с просьбой ко всем заинтересованным в развитии шахмат принять в нем участие. Анкета будет также разослана ключевым представителям международного шахматного сообщества по электронной почте и факсу.
