List of Decisions of the 2013 1st quarter FIDE Presidential Board meeting
Tsakhadzor, Armenia, 19-20 January 2013

  1. For G. Makropoulos to visit Albania.
  2. To approve, that should CNC and BMA come to an agreement, that the FIDE interface could approve a side agreement between them and FIDE.
  3. To decline the proposal of Mr. Danailov to cancel the contract with Agon.
  4. To keep the name of the Netherlands Antilles Chess Federation awaiting decision of IOC.
  5. To accept provisional membership for the Saudi Arabia Chess Federation.
  6. To prepare an action plan for new membership of Federations by the next meeting.
  7. To accept the proposal of Mr. Leong regarding Central Board of Commissions.
  8. To accept changes in the Commissions membership including the inclusion of Women into various FIDE Commissions.
  9. To accept the FIDE Titles Regulations.
  10. To accept the FIDE Rating Regulations.
  11. To accept the Direct Titles Table.
  12. To accept the Transfer Regulations.
  13. To accept that the event held in Morocco can be submitted by AIDEF to be rated.
  14. To accept the recommendation of the Qualification Commission with regard to the over-the-board titles.

  47. To task Mr. Mazouz to present a written proposal about a proposed Belkadi tournament to Treasurer.

  49. To decline the proposal of NTV plus.
  50. To coordinate the issue of chess television with Mr. Makropoulos, Mr. Borg and others.
  51. To request the details of the Chess in Schools project in Romania and Ukraine from the Cultural Institute Foundation.


Kirsan Ilyumzhinov met with Mongolian President

On February 20 the FIDE President arrived on an official visit to Mongolia. The same day in Ulan Bator he met with the President of Mongolia Tsakhiagiin Elbegdorg. The Presidents discussed the development of chess sport in Mongolia, in particular, the memorandum on development of chess in the country prepared by the Mongolian Chess Federation. According to this Memorandum Mongolia intend to tender for the right to host 2017 World Chess Cup and 2018 World Chess Olympiad. The Mongolian President confirmed the intention of the country to organize these two major events in Ulan Bator.

Kirsan Ilyumzhinov noted that the meeting was held in a friendly and warm atmosphere and presented to Mongolian President a chess set made of rare sort of Karelian birch. The meeting concluded with the game of two presidents. FIDE President shared on his twitter page, “President of Mongolia plays like a real politician, very cautiously, but forcefully and confidently.”

Also an agreement was signed between the Mongolian CF and the German company Chronimet, according to which the latter will help to organize the Women's Grand Prix in Erdenet. The agreement was signed by the President of Mongolian Chess Federation, Mr. Gombojav Zandanshatar, and one of the founders of company-sponsor, Mr. Vage Akopian.


Visit to Beirut

On February 16-17 the FIDE President visited Beirut where he met with business circles of Lebanon and Lebanon Chess Federation. In particular, President Ilyumzhinov met with FIDE representative in the Mediterranean Mr. Alan Khouri and discussed the chess development in Lebanon. Also President met with representatives of business circles of Lebanon during which the international investment projects were discussed. In particular, these issues were discussed at the meeting with Lebanese businessman Rene Moawad.

FIDE President’s twitter informs that in the airport in Beirut he had a short meeting with the First Vice-Chairman of the Council Federation of the Federal Assembly of the Russian Federation, Mr. Alexander Torshin. “Unexpected but pleasant meeting”, posted President Ilyumzhinov.

During Beirut-Moscow flight FIDE President had a conversation with the Head of the Moscow Patriarchate’s department for external church relations Metropolitan Hilarion during which they played a friendly chess game. “The first game was won by Metropolitan Hilarion, and I had to strain myself in the second game to prove my chess title”. As FIDE President noted, Metropolitan Hilarion has a first grade in chess and his mother was a champion of Moscow.

FIDE President in Astrakhan

On Friday a meeting with participation of delegation from Saudi Arabia, Governor of Astrakhan Oblast and FIDE President Kirsan Ilyumzhinov was held in Astrakhan. The meeting was devoted to the strengthening of cultural and economic relations between Saudi Arabia and Astrakhan Oblast, as well as to the chess development issues. In November last year the Prince of Saudi Arabia and FIDE President Kirsan Ilyumzhinov took part in the opening of a Chess Academy in Astrakhan. In January the FIDE Presidential Board considered the membership application of Saudi Arabia and accepted it as a new member of FIDE.


H.E. Saud Bin Mishal Abdulaziz Al-Saud presented a sword of Princes incrusted with gold and silver
to Alexander Zhilkin, Governor of Astrakhan Oblast. The sword is presented as a sign of respect.
